The handle end is the end that does the stretching on my device but I guess either way would work. I removed the rubber tips from the clamp end and drilled a hole right through. Then insert a threaded bolt, and use a combination of 3 nuts. 2 nuts hold one side of the clamp onto the bolt, the other wing nut on the left is what controls the stretch and speeds and closes the clamp.
