Which could be why they have also decided Ahsoka using Shaak-Ti's montrals was close enough because they are both Togruta and they don't need a third Togruta mold. Correct, and by the number assigned to this set, people are assuming this too is a set that would have been a Comic Con exclusive. The question is whether LEGO will produce enough of these that it will be a while before the price goes through the roof. However, this element was originally designed for Shaak Ti, hence the lekku appear too long for Ahsoka.
