Diplomatic Note No 126/2007 from the Embassy of the United Kingdom and the Embassy of the Federal Republic of Germany, to the US Department of State (Brief for the United States of America as Amicus Curiae Supporting Petitioners at Appendix D), in, American Isuzu Motors, Inc v Ntsebeza, 553 US (2008) 1028 (No 07-919) (USA) (hereinafter UK-Germany diplomatic note); Note Verbale 168/07 from the Embassy of the Federal Republic of Germany and Embassy of the United Kingdom, to the US Department of State (Brief for the United States of America as Amicus Curiae Supporting Petitioners at Appendix E), in, American Isuzu Motors, Inc v Ntsebeza, 553 US (2008) 1028 (No 07-919) (USA) (hereinafter Germany-UK note verbale); Letter Brief of the Embassy of the Federal Republic of Germany, in, Balintulo v Daimler AG, No 09-2778-cv (2d Cir) (USA). Both of these communications state: ‘[British and German governments] reiterate their opposition, in principle, to broad assertions of extraterritorial jurisdiction over British and German persons and entities arising out of activities that take place outside of the State asserting jurisdiction. Such litigation can interfere with national sovereignty, create legal uncertainty and costs, and risks damaging international relations.’ However, he said no serious injuries had been reported by gardaí or members of the public. Gardaí remained on patrol in the city centre, he said, adding: “Dublin city centre is now calm and returning to normal.” The institutions have applied for institutional accreditation and have satisfied the eligibility criteria. See Steps in the process for Institutional Accreditation here.) InstitutionOf the 81 ATS cases after Filartiga, supra note 116, only three have involved discussion of the forum non conveniens doctrine, and in all three, the invocation of the doctrine by the trial court was reversed: Abdullah v Pfizer, Inc, 562 F.3d 163 (2d Cir 2009) (USA) (hereinafter Abdullah); Wiwa, supra note 117; Jota v Texaco, Inc, 157 F 3d 153 (2d Cir 1998) (USA) (hereinafter Jota). In Wiwa, a case involving a suit brought by Nigerian plaintiffs against British and Dutch corporations for conduct in Nigeria, the court reversed the trial court’s decision to decline jurisdiction on the grounds that the defendants hadn’t adequately demonstrated that ‘the pertinent factors tilt sufficiently strongly in favour of trial in the foreign forum.’ In Abdullah, ibid., 189–190, the court found that the court hadn’t considered whether the Nigerian courts provided an adequate forum. In Jota, ibid., 159, the court found that Texaco would not be required to submit to the jurisdiction of the alternative forum’s (Ecuador) courts. Moreover, there are several similar decisions which clearly feature more appropriate fora, but don’t even discuss the possibility of ceding jurisdiction to the more appropriate forum. See, e.g., Kiobel , supra note 35, where the suit could have been filed in Dutch or British courts; Bauman – DC, supra note 117, where the suit could have been filed in German courts. This reluctance might be justified on the grounds of not unduly burdening the plaintiff, but the plaintiffs in these cases are necessarily aliens, for whom American courts are as inconvenient a forum as any other. Moreover, many such cases are funded by NGOs and human rights organisations, for whom the same rationale applies. One example of such an organisation is the Centre for Justice and Accountability, whose mission statement includes the use of the ATS and similar devices in other countries to ensure accountability for human rights abuses. See, < http://www.cja.org/article.php?list=type&type=86>. E.g., Brief of the Governments of the Commonwealth of Australia, the Swiss Confederation and the United Kingdom of Great Britain and Northern Ireland as Amici Curiae Supporting Petitioner, in, Sosa v Alvarez-Machain, 542 US (2004) 692 (Nos 03-339, 03-485) (USA) (hereinafter Australia-Switzerland-UK brief): citing violations of the sovereignty of other states, contravention of the jurisdictional principles of international law and practical difficulties resulting from overlapping exercises of jurisdiction as reasons for avoiding the exercise of UCJ under the ATS; Brief of the Government of the United Kingdom of Great Britain and Northern Ireland and the Commonwealth of Australia as Amici Curiae Supporting Defendants-Appellees’/Cross-Appellants’ Motion for Rehearing En Banc, in, Sarei v Rio Tinto, PLC, 550 F 3d (9th Cir) 822 (2008) (Nos 02-56256, 02-56390) (USA) (hereinafter UK-Australia brief): urging the use of exhaustion of local remedy requirements to avoid jurisdictional conflicts; Brief of the Governments of the United Kingdom of Great Britain and Northern Ireland and the Commonwealth of Australia as Amici Curiae Supporting Defendants-Appellees/Cross-Appellants, in, Sarei v Rio Tinto PLC F 3d (2011) WL 5041927 (9th Cir 2011) (Nos. 02-56256, 02-56390, 09-56381) (USA) (hereinafter UK-Australia brief II): arguing that international law prohibits the exercise of civil jurisdiction with no connection to the forum, and even if such jurisdiction were to be exercised it should be heavily circumscribed by use of local exhaustion requirements; Motion for Leave to File Brief and Brief of the Governments of Australia and the United Kingdom of Great Britain and Northern Ireland as Amici Curiae Supporting Petitioners on Certain Questions in Their Petition for a Writ of Certiorari, in, Rio Tinto PLC v Sarei, No 11-649 (USA) (hereinafter Australia-UK brief): arguing that international law prohibits the exercise of civil jurisdiction with no connection to the forum, and even if such jurisdiction were to be exercised it should be heavily circumscribed by use of local exhaustion requirements.

The incident happened at about 1.30pm on Thursday outside a school, Gaelscoil Choláiste Mhuire. Police said a five-year-old girl, a woman in her 30s and a man in his 50s sustained serious injuries. The girl was receiving emergency medical treatment. A five-year-old boy and a six-year-old girl were treated for less severe injuries. The boy was discharged from hospital.People smashed store windows and set off fireworks, turning the night air acrid. Loud bangs echoed across the city. When asked why they were there, members of the crowd threatened journalists and claimed the media were not telling the truth about immigration.

A UCJ-Approved degree has the same status of recognition and acceptance as an accredited programme. The UCJ functions as the national information centre for local, regional, and international higher education institutions and qualifications. The UCJ is the single competent authority in Jamaica for the recognition of foreign qualifications. The list of institutions that have been granted Institutional Accreditation or are currently undergoing a review are as follows: ACCREDITED INSTITUTIONS
