The top chamber is where you place the coffee beans and the bottom chamber is where the coffee grounds collect. Even though the grinder is tiny it still does an excellent all round-job, and could be used as an everyday workhorse. (However, I’d recommend most people to get the Jx-model from 1Zpresso instead, since it’s faster and has a bigger volume).
