The New York Times is equally dishonest (as always), with a headline that states “Anti-Castro Ideas Proposed to Kennedy”, [ 7] stating the plans involved only ”Possible Actions to Provoke, Harass or Disrupt Cuba”. Among the NYT’s examples were a plan to show Castro in compromising situations with women, or devising “a poisoned scuba suit as a gift for Mr. Castro”, with no indications whatever of the atrocities actually proposed. In September 1946, President Harry Truman authorized a program called Operation Paperclip, which aimed to lure scientists from Nazi Germany to the United States following World War II. Officials at the Office of Strategic Services (the predecessor to the CIA) recruited German scientists to America to aid the country's postwar efforts, which would also ensure that valuable scientific knowledge would not end up in the hands of the Soviet Union or the divided East and West Germany.

The Joint Chiefs recommended that both the covert and overt aspects of any such operation be assigned to them.
