There are lots more variables to consider when playing with multiple people, especially a player's familiarity with all the characters. I think the tier-list shrinks dramatically with more players because multiple people can target a character in a round. The lower tier characters may not be targeted as much as a result and the conditions cards become more useful when more people that would usually otherwise be less helpful in 2-player games.
