For the topstitching I didn't worry about any "measuring" I just eyeballed it for good placement then lined up an edge with a good mark on my machine to keep it uniform all the way around (this was for that initial topstitch on the brim where you catch the seams from the "side" pieces.) that's a great question, but considering the oval top piece (it's not a circle), you'd need to modify the brim and the sides pattern piece.
