The GS108PEv3 does supportIEEE 802.3af (== IEEE 802.3at Type 1) devices only. The max PoE budget is 53W, this allows at least three ports to guarantee the 15.4W Class 0 or Class 3 device. While all caps will dry out eventually when they pass their rated lifespan, there are three main ways their lifespan is impacted: good design of the circuit, operating temperature, and quality of capacitors used.

A configuration that is obtained from the Plus Utility cannot be used by device UI, and the other way around. To my knowledge, the Smart Managed Plus models don't have controls for port enable/disable or PoE enable/disable.
