As Billso described, I also use masking tape to create super elevated curves. But I only use 8 layers. I have found standard masking tape at the big box stores averages between 3.5mil to 5mil. I'm not so sure that the idea of tilting the sub-roadbed with the risers would work as well as you described however, at least not on my layout. The joists that support my roadbed are on 16" centers. That's a pretty wide span to be used to alter the super-elevation of a curve that might occur between those joists.The riser idea also wouldn't work on those portions of the layout where curves are occurring on a big flat piece of 5/8" plywood, such as in the vicinityof a yard.
