For a few different reasons, a handful of cards from the original Legends set aren’t included in this promotion. Each deck comes with ten new-to- Magic cards, the face card and another powerful legendary creature each in traditional foil, plus the foil-etched display commander. The List, a curated reprint of selected cards in Magic history, changes each set, and is inserted in 25% of Set Booster packs. Of course, they’ll most likely have brand-new cards, although reprints aren’t out of the question, as we saw with Thalia, Guardian of Thraben in Crimson Vow. The first list are of fifty cards that just weren't in the cases of booster packs the company opened and sorted through.

Innistrad: Crimson Vow collector boosters had the alternate art Dracula cards and Streets of New Capenna had foil-etched art deco cards.These are the boosters that have multiple rares and all the cards in these boosters are either foil, or the have an alternate art. Due to some weird 1994 collation print runs, we simply didn't open certain cards despite opening case after case after case.

Wizards announced an incredibly exciting promotion coming in the Dominaria United collector boosters during the set’s initial “Weekly MTG” preview stream: some packs will contain cards from the original 1994 Legends set. Set boosters can contain cards from The List, a curated collection of 300 cards from Magic’s history.

Dominaria United continues the new trend of Set Booster boxes that promise more excitement in the pack-opening process than the old Draft Boosters. As for which Legends cards will not be included in Dominaria United, Wizards of the Coast provided some comprehensive lists.The 8 Set Booster exclusive DMC cards are also available in Collector Boosters, as extended art/extended art foil. The traditional foil version of showcase stained-glass legends and basic lands are available in Draft Boosters as well. These cards can also be obtained in Dominaria United Collector Boosters in both foil and non-foil variants. Well, apparently a “lost” supply of Legends booster boxes was recently found at a warehouse in Washington state.
