The puppet used for Scooter is the same puppet that was previously used for the Anger Jeffy puppet from Inside Jeffy, albeit with its unibrow and diaper removed and his red shirt replaced with Sad Jeffy's blue shirt. In Mario Kart 8 Deluxe, it is available from the start. A CPU-controlled female Villager and Isabelle use this body paired with the Paper Glider, but will also use the Slim tires at times instead; a CPU-controlled male Villager will also use the City Tripper with the Slim tires and the Paper Glider as well. Additionally, the City Tripper's stats have been altered so that it now hinders speed, but gives a higher boost in acceleration and now slightly boosts traction. In terms of its hidden stats, it no longer increases water speed and now hinders air speed and air handling, while hindering anti-gravity speed further, with no compensation. It now only shares its stats with the Pipe Frame and the Varmint. When Richard was given Scooter as a substitute for his broken scooter, he liked pulling his ear. Scooter, however, did not enjoy it. But in " Scooter’s Birthday!, he seems to not mind Richard’s presence.
