Define the problem. (M)anagers often act without a thorough understanding of the problem to be solved, leading them to solve the wrong problem. Accurate judgment is required to identify and define the problem. The authors suggest the even swap method as a way of systematising comparisons of trade-offs across different objectives, but I didn't get a sense from their examples that this is something that systematically works across different situations.
