Rowe loses his memory and a different novel takes over, where he’s in a hospital that he suspects is not exactly taking good care of him, or its other patients. The characterisation is very well-defined as we see how the loss of memory takes the weight off his mind and allows his cheerful nature to reappear. Concerned that someone tried to kill him, Rowe goes to the charity who ran the fête. There he meets Anna Hilfe, and her brother Willi, who are Austrian refugees. This story takes us to London during World War II. The air raids have reduced neighbourhoods to rubles; people seek refuge in the shelters – there is destruction and desolation everywhere. The author did not go overboard in depicting the destruction yet it was so effectively portrayed.

The title of The Ministry of Fear also alludes to William Wordsworth’s poetry. Robert Hoskins argues that it is 'a deliberate echo of Book I of The Prelude, specifically of numerous passages in which Wordsworth delineates the formative influence of Nature as a beneficent teacher whose ‘ministries’ of beauty and fear interact with the imagination to produce the poetic mind'. The 'ministry of fear' in Greene’s novel, with its wartime London setting, is brutal and urban rather than benign and bucolic: but it does have its moments of beauty even in the midst of destruction and it does, in a sense, minister to Rowe, teaching him, painfully, a way to rebuild himself. Rowe contemplates suicide, but meets a man who asks him to take some books to a hotel. At the hotel he finds Anna and a bomb in the case explodes. When Rowe regains consciousness, he has amnesia. The nurses tell him his name is Richard Digby, but Anna visits and calls him "Arthur". Rowe starts to fall in love with Anna.
