In the anime, Papa and the Vice Chairman kill the other APE council by absorbing their souls and proceed to do so with the adult population as they reveal their VIRM identities. A cult of personality surrounds Papa, the chairman of the APE, which all humans come to worship akin to a god.

also extremely rushed and a lot of the relationships between characters are left hanging mid-development. In the anime, the scene of Ichigo confronting Zero Two about Hiro and getting licked by her is shown after a drill test.The scene of the squad eating at the campsite and formally welcoming Hiro and Zero Two is shown more exclusively in the anime than the manga. When Squad 13 realize that they will never become "adults", Papa agrees to release them from duty once their next mission against the Klaxosaurs is over.
