In Swansea the ECO Flex scheme aims to support households who are most likely to experience fuel poverty and those vulnerable to the effects of a cold home. Applying A Release Agent - Although not usually necessary, a release agent will make demolding easier when pouring into or over most surfaces. A BEIS panel will assess all applications based on whether the application has exceeded the Fuel Poverty target (minimum percentage ratios) and met the route 4 requirements. Applications should provide the number of households identified as being in fuel poverty using existing ECO4 eligibility methods for comparison alongside the new proposed method, plus the data sources they have used in their analysis to identify households. This guidance is aimed at local authorities and provides templates for the local authorities’ statement of intent and declarations, as well as guidance on the targeting of households. Applications must demonstrate why the proposed methodology is a better alternative for identifying households under ECO4 than methods already available under the scheme as set out in table 2. This should include why households identified are not eligible under existing routes, and how households will be targeted under the proposed methodology. This may include things such as direct targeting through using publicly available or own data sources. Table 2 The latest version went on sale on 1 April, but its running costs are no joke – combined fuel economy is an incredible 76.3mpg, and CO2 emissions of 98g/km are even better.
Pouring - For best results, pour your mixture in a single spot at the lowest point of the containment field. Let the rubber seek its level up and over the model. A uniform flow will help minimize entrapped air. The liquid rubber should level off at least 1/2” (1.3 cm) over the highest point of the model surface. Once approved projects commence work, applicants should collect and collate a minimum level of management information across the project. Details should include the number of homes helped versus the original target along with corresponding percentage ratios against the 75% owner occupier or 90% privately rented fuel poverty requirements, as well as any key observations. The findings should be returned to BEIS within 2 months of the final measure notification to Ofgem. As outlined already, measures can only be counted under route 4 and uplifts applied if the minimum percentage rules and minimum requirements have been met.

The problem with this is that a high proportion of householders suffering from fuel poverty do not receive one of the relevant benefits. Fuel poverty is generally accepted as the need to spend more than 10% of your income to heat your home to an acceptable level. ECO Flex Grants were introduced to change this situation. ECO4 Flexible Eligibility’ (ECO4 Flex) is a household referral mechanism within the wider ECO4 Scheme. Councils can voluntarily participate in ECO4 Flex to identify eligible households that are not in receipt of a means tested benefit (the ECO4 scheme’s standard approach to fulfilling eligibility) but meet the eligibility criteria outlined below; this is in accordance with the Council’s ECO4 Flex Statement of Intent. The Council is not responsible for sourcing ECO4 scheme funding or arranging the installation of any measures. Eligibility for ECO4 does not guarantee that funding is available. Availability of funding and the amount of funding available is determined by the ECO providers/agents and their funders. Decisions by energy suppliers and ECO providers/agents on whether to install a measure may depend on a) the survey carried out by suppliers, or their agents/contractors and installation costs calculated; b) the energy savings that can be achieved for a property; c) whether suppliers have achieved, or are close to achieving, their targets; and d) other commercial consideration. EPC bands E-G owner-occupied households and private rented sector households that meet at least two of the following proxies (proxies 1 and 3 cannot be used together; proxy 5 is unavailable as Ceredigion County Council does not run a scheme that meets the criteria): Householders have the right to know how their data will be held and for how long. Applicants should set out what mechanism they have in place to ensure they have robust and effective data protection processes in place which comply with the existing demands of the GDPR and the UK’s Data Protection Act. Householders vulnerable to living in a cold home as identified in the National Institute for Health and Care Excellence (NICE) Guidance. Only one from the list can be used, excludes the proxy 'low income'. If you are an owner-occupier or renting privately and your home is currently energy inefficient, funding could be provided to improve this, which will also have the added benefit of reducing your fuel bills. It is the applicant’s responsibility to be able to provide robust evidence that the households identified meet the fuel poverty minimum requirements. Applicants can use publicly available data or use their own data sources which clearly illustrate how results have been analysed and conclusions reached. Links to all data should be attached. Where an application is using their own identification tool the application should include an explanation of the data and algorithm used.
