Since Mercury will be reducing its distance from Earth during November, the planet will diminish in brightness from magnitude -0.6 to -0.47, wane in illuminated phase, and grow in apparent disk size in a telescope — ending the month just days away from its greatest eastern elongation and showing a 72%-lit, 6.2 arc-seconds-wide football shape.

On November evenings, the Andromeda Galaxy is positioned very high in the eastern sky. This large spiral galaxy, also designated Messier 31 (or M31) and NGC 224, is located 2.5 million light-years from us, and covers an area of sky measuring 3 by 1 degrees. The Arctic Council has been the leading intergovernmental forum promoting cooperation, coordination and interaction on common Arctic issues since its inception in 1996. Celebrating its 25th anniversary in 2021, its longevity is a testament to the important role the Council has played in promoting peace and cooperation in the Arctic.The impact of changes will also be felt far beyond the Arctic. As a result of absorbing excess heat and human CO2 emissions, negative impacts on the ocean and associated ecosystems are being seen. Sea levels are rising, the ocean is becoming more acidic and warmer, ocean oxygen levels are declining and much of the ocean is becoming less productive. Warmer seas are less able to absorb CO2, so more will stay in the atmosphere and further amplify the impacts of global warming. Reduced biological productivity and absorption of carbon will reduce the effectiveness of the ocean as part of the global carbon cycle as a key carbon storage reservoir.

The UK has been a State Observer to the Arctic Council since its first meeting, and our status was most recently reaffirmed at the 12th Ministerial meeting of the Arctic Council in Reykjavik in May 2021. The UK has continued to be represented at all of the Ministerial and Senior Arctic Official meetings, and we have participated actively in the Council’s work. For a short time after sunset on Tuesday, Nov. 14, just above the southwestern horizon, the very slender crescent of the young moon will shine several finger-widths to the left (or four degrees to the celestial southeast) of Mercury. That will make them close enough to share the view in binoculars (orange circle), but delay your search until the sun has completely set.

Russia’s invasion of Ukraine on 24 February 2022 fundamentally undermined the peaceful cooperation that had characterised the Arctic Council since its inception. Russia’s war on Ukraine violated the principles of respect for sovereignty and territorial integrity under international law which underpinned the Council’s work, and which allowed for cooperation in the Arctic to continue despite previous geopolitical tensions elsewhere. We recognise that the growing interest in the Arctic, together with the need for wide cooperation on Arctic issues, has led to the development of a number of Arctic conferences, including the Arctic Circle Assembly, Arctic Frontiers, and Arctic Futures to name but a few. These events provide valuable opportunities for discussion and the sharing of ideas and learning for the benefit of all. The UK will continue to encourage engagement in such meetings, bringing together academics, civil society, scientists, businesses and governments. 2. The UK aims for a prosperous Arctic, where economic and commercial development is achieved in a way that is safe, responsible and sustainable. The people who live in the Arctic should benefit from increasing prosperity in the region. However, throughout their scholarly history, the earlier dating of the two canvases to 1764 has never been fully endorsed and, were it not for the Gradenigo text, modern scholarly opinion would probably place them nearer 1768 than 1764. Each scholar arguing for the earlier dating has had to hypothesise on the speed of Guardi's early development. A dating of 1768, on the other hand, argues for Guardi's evolution as a vedutista happening at a slower, more plausible pace than previously considered, his progression from Canaletto imitator to virtuoso vedutista culminating late, rather than early, in the 1760s.

The brilliant planet Venus will continue to dominate the eastern pre-dawn sky during November, even while it slowly drops sunward. At the beginning of the month, the magnitude -4.4 " morning star" will rise in southeastern Leo at around 3:30 a.m. local time. This is one of a series of twelve views by Canaletto of the Grand Canal which are all the same format. The pictures form the basis of the fourteen engraved plates in Visentini's Prospectus Magni Canalis Venetiarum (Venice, 1735), thus providing an uncontested date for completion. It is thought that they originated in the years around 1730. The paintings were all acquired by George III with the collection of Consul Smith. Sixteen are at Beaulieu and eight at Bowhill; the remainder were sold from the Beaulieu collection in 1958 and 1973.Looking north, the Rialto Bridge is seen from the Fondamenta del Carbon. To the left, or west, the Riva del Vin terminates in the Palazzo dei Dieci Savi at the foot of the bridge. At the extreme right is the corner of the Gothic Palazzo Bembo; the eye is led up the Fondamenta del Carbon, over a small bridge that crosses the Rio di San. Salvatore, and straight into a colonnade under the imposing Palazzo Dolfin-Manin. Beyond the palazzo, leading up to Rialto, is the Riva del Ferro. The point from which the pendant is painted can just be made out under the arch of the bridge at the extreme left. The low white house seen there is probably the same that features in the extreme lower left corner of the pendant (see fig. 1).

Extractive industries in particular, as well as the increasing opportunity for navigation within the Arctic Ocean, must be carefully managed to protect vulnerable marine ecosystems. We’re going to have to think very hard, collectively, not just in the UK but with our friends and allies around the world, about whether or not we want to see deep sea mining in the Arctic Ocean. UNCLOS provides the legal framework for the exercise of the rights and responsibilities of coastal states, including in the Arctic, and for regulating the various uses of Arctic waters.
