The only reason I can think of for this, is because the water is much deeper below this bridge, at least 6-9 feet / 2-3 meters. Therefore, when people accidentally drops something in the water it is much harder to retrieve it. Furthermore, with the water being so deep and also very brownish (low visibility) it is also the perfect place for people who wants to get rid of stolen objects as you will see in the pictures.
