The first Corsican Constitution was written in Italian, the prevalent language in Corsica until the mid-19th century, by Paoli. Napoleon embraced the ideals of the Revolution, becoming a supporter of the Jacobins and joining the pro-French Corsican Republicans who opposed Paoli's policy and his aspirations to secede.

On 1 March 1815, Napoleon took advantage of the political unrest caused by the Bourbon Restoration and landed on the coast of southern France with 1,000 soldiers.Corsican autonomy is more far reaching than other regional collectives of France and the Corsican Assembly is permitted to exercise limited executive powers.
