They're there, and they're given the beginnings of characterization, but as the book is really focused around Zak, they're not there for a large chunk of the book. He is sought out by a mysterious man: all he knows is he works for “a government agency” and that they have their eye on him. They ask him for his help and so Zak becomes Agent 21 and his life changes forever. What happened to the last 20 agents is something he’ll never know…
