All of the tiles with the exception of the river tiles can be placed anywhere and in any configuration. The number of remaining green workers, resources and skill tiles can be seen by players before they bid. The learning curve comes from trying to set up the ability to start gathering something with competition from your opponent and without knowing exactly what things are going to be viable for scoring come Autumn and Winter. Or perhaps you can block a tile that you know your opponents wants by using a color that is scarce for them. You can add workers to a tile where you have been outbid or move workers from a losing bid to another tile.Granted, this is not a common situation; I did, however, play a game where only one of these tiles was drawn - and that one was drawn in the last possible season. The first player to use a tile only needs to place one worker, after that you are required to place one more worker than the previous placement (up to three workers). Any workers that are used to bid on a tile that you don’t really need won’t be taking useful actions while those assigned to actions that are less than effective could have been used to bid on a lucrative tile.

It takes the worker-placement system present in each of these titles and adds a twist in the form of the bidding and town-building elements. As you generate resources, which are different types of connections between tiles, you can place them anywhere in your borough that you want. For winter you may place as many of the tiles you got at the beginning of the game as you like in the center for auction.

Each player starts the game with a "home" tile and an initial team of eight workers, each of which is colored red, yellow or blue. One of the most satisfying parts of Keyflower was being the only player with green keyples available.
