While it was assumed this was simply the design of his mouth region, a more conventional mouth underneath can be seen when Bumblebee stabs him through the shoulder (00:09:27 on the Blu-ray). Only think to know, is when transforming him there are some rectangle pegs that are really tough to peg in. Especially the knee parts. I was really afraid of breaking them when trying to force the pegs in.

It is unclear if it was consciously decided to reimagine Blitzwing as a Seeker, or if it was just a case of a generic Decepticon getting labelled with the "Blitzwing" name after the fact.
