The Dark King, the 5th chaos god, appears to be a mantle that anyone can take on. I am assuming that the cyclical nature of the 40k galaxy which is often referenced as the ascending period for a particular species, culminates in the birth/apotheosis of a chaos deity. The emperor understands that the cycle is nearing completion and that is why he is in such a rush to build the imperium at any cost. The emperor must do all he can to unify the species and deny chaos if he hopes to prevent the dark king ascension. The Dark King mantle seems to be intended for the emperor and chaos wants him the join the pantheon's great game but I believe that anyone can become the Dark King. Horus was always the emperor's chosen sacrifice. His Manchurian candidate. The emperor intended for Horus to begin apotheosis so that the emperor could slay the Dark King during the moment of apotheosis and therefore break the wheel of fate. I believe that this is the reason the emperor never told the primarchs about chaos, because any one of them would be inherently drawn towards weaponizing/understanding/controlling/damnation and this would mean the Dark King mantle could fall on any of the 21. The emperor needed to control who would become the Dark King so that he could more easily prepare for the final confrontation as well as prevent his own ascension. All speculation of course. The story features other characters who are Stormtouched, so that isn’t the only representation of them. I don’t feel like I have the expertise to really speak to whether that early scene had issues. In any case, it left me with mixed feelings.
After the two-year timeskip, it is apparent that both of them became close from their training together. As he headed towards Thousand Sunny, Luffy shouted to Rayleigh that he would become the Pirate King, leaving Rayleigh with a smile and tears in his eyes.
