SCS is only a small company and if they took staff off working on the PC games to do console ports it would cause significant delays in producing content for the PC version of the games. Of course, it boils down to experience and PC knowledge. I’ve worked on PCs since Win95 when it most certainly wasn’t the easy ‘plug ‘n’ play’ days of WinXP forwards. Perhaps the most notable aspect of this game is its multiplayer mode. You can play with three other players in this mode, competing against or cooperating with them. You will build your way up from a small regional district to a vast metropolis. All of it belongs to you. The power is in your hands to create whatever suits you, and that’s one awesome feature of Cities: Skylines – the freedom. It’s a super-fun and definitive city-building simulator, one of the best, truly.

There's certainly something to do with controller only gameplay for ATS, Asobo acheived it for Flight simulator 2020 on Xbox, and Flight simulator is way more complex than ATS. Giant Software did it for their farming simulator too, so appart for time and ressources, SCS should not have any reasons not to acheive it too.
